Smart City Surveillance: Bihar’s Big Leap in Crime Control and Traffic Management
Over 6,000 CCTV Cameras Installed Across Four Cities, Rs 141.85 Crore Collected in Challans, and Crime Crackdowns Intensify;

Under the Smart City Scheme, state-of-the-art CCTV surveillance system has been installed in four major cities of Bihar, Patna, Bihar Sharif, Bhagalpur and Muzaffarpur. A total of 6,138 CCTV cameras have been installed in these cities, due to which a large-scale improvement is being seen in crime control and traffic management. This surveillance system is being monitored from the Integrated Command Control Center (ICCC), which is not only helping in the identification and arrest of criminals but also action is being taken against those violating traffic rules.
Falcon recovery of Rs 141.85 crore
With the help of the third eye i.e. CCTV cameras, a total of Rs 141.85 crore has been recovered so far. Talking about the capital Patna, between October 2024 and March 2025, a challan of Rs 97.45 crore has been recovered while in Bihar Sharif, Rs 0.48 crore has been recovered during the same period.
At the same time, a challan of Rs 22.68 crore was issued in Silk City Bhagalpur from November 2023 to February 2025. A total of Rs 21.24 crore has been recovered in Muzaffarpur from May 2023 to March 11, 2025.
Strict monitoring with 3300 CCTV cameras in Patna
3300 CCTV cameras have been installed in the capital Patna, through which the activities of the city are being monitored every moment. Adaptive Traffic Control (ATCS) has been installed at 30 places, red light jump at 30 places, number plate recognition system at 28 places, 12 speed violation detection (SVD) cameras have been installed. 16 Variable Message Display (VMD) and 69 Public Announcement (PA) have also been installed in the city. At the same time, between April 2023 and December 2024, challans worth Rs 85 crore have been recovered, which is three times more than the cost of this project.
Strict eye on criminals with 1500 cameras in Bhagalpur
At the same time, talking about Silk City Bhagalpur, 1500 CCTV cameras have been installed at 250 places, which has helped in the investigation of theft, murder and other criminal cases. Here, with the help of 1500 cameras installed under the ICCC scheme, strict vigil is being kept on the criminals. ATCS have been installed at 16 places, red light violation at 128 places, 128 number plate recognition, 64 SVDs.
17 VMDs, 25 PAs, 5 environmental sensors for air quality and pollution check have been installed along with emergency call boxes at 20 places in the city. With this scheme, challans worth Rs 22.68 crore have been collected in the year 2023-24, which has increased the revenue by Rs 4 crore. At the same time, in the year 2024-25, challan recovery of Rs 18.26 crore has increased the revenue by Rs 2.88 crore.

Bihar Sharif: Emphasis on law and order and civil security
Talking about Bihar Sharif, another city of Bihar, 494 CCTV cameras have been installed here, which has improved the maintenance of law and order and the safety of common citizens. ATCS have been installed at 8 places in the city, red light violation at 9 places, 9 number plate recognition systems. Along with this, 5 sensors and 10 emergency call boxes have also been installed for AQI testing. 7 VMDs and 15 PAs have been installed in the city.
Muzaffarpur: Security increased by Smart City Scheme
844 CCTV cameras have been installed in Muzaffarpur, due to which strict action is being taken against crime and traffic violations. ATCS have been installed at 29 places, red light violation at 29 places, 29 Automatic Number Plate Recognition Systems and 27 SVDs, 31 emergency call boxes, 31 VMDs and 10 PAs. From April 2023 to March 2025, challan recovery of Rs 21.24 crore has been done, which is about one-sixth of the cost of this project.
It is worth noting that under the Smart City Scheme, CCTV surveillance system has effectively contributed to crime control and traffic management. This scheme has made it easier to catch criminals and has also increased revenue. In the last two years, challans worth Rs 141.85 crore have been recovered, which clearly indicates that this initiative is not only effective in curbing crime but is also succeeding in making cities more secure and well-organized.
