CM Nitish Kumar Reviews Muzaffarpur Development: Highlights Progress and Plans for 2025
Focus on Infrastructure, Education, Employment, and Women Empowerment with Accelerated Plans to Address Traffic Congestion and Enhance Connectivity;
In the second phase of 2025 Pragati Yatra, today Chief Minister Shri Nitish Kumar held a review meeting in the hall of Muzaffarpur Collectorate regarding the development schemes going on in Muzaffarpur district.
In this review meeting, District Magistrate of Muzaffarpur district, Shri Subrata Kumar Sen gave detailed information about the development works of Muzaffarpur district through presentation. During this, detailed information was given to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, Tap Water to Every Home and Their Maintenance, Pucca Street and Drain to Every Home, Chief Minister Rural Solar Street Light Scheme, Irrigation Water to Every Farm, Construction of Agricultural Feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Yojana, Encouragement to Women for Higher Education, Medical Consultation through Tele Medicine in Health Sub Center, Door Step Delivery of Veterinary Services and Updated Status of Construction of Panchayat Government Building.
Apart from this, the District Magistrate gave detailed information to the Chief Minister regarding 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat, Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij / Modification / Modification Plus and Jal-Jeevan-Hariyali. In the review meeting, the public representatives also placed the problems of their respective areas before the Chief Minister.
Addressing the review meeting, the Chief Minister said that I welcome all the public representatives present here. Today I have visited many places and seen the development works, I have also become aware of the problems of the people by talking to them. Very good work is being done. In this meeting, all of you public representatives have placed the problems of your respective areas. From 24 November 2005, the people of Bihar gave us a chance to work.
Since that time, we have been continuously working for the development of Bihar. Development work is being done continuously for all areas and all sections. Before the year 2005, the condition of Bihar was very bad. People were afraid to go out of their homes after evening. There was no arrangement for treatment in hospitals, roads were dilapidated. The condition of education was not good. Often there were reports of disputes between Hindus and Muslims.
The Chief Minister said that since the people of Bihar gave us a chance to work, the condition of Bihar has changed a lot. Continuous development work is being done in every area. No one has been neglected. We are taking Bihar forward by staying united. I have been a minister twice in the government of respected Atal Bihari Vajpayee ji. It was he who made me the Chief Minister of Bihar. I had gone to Ughar twice by mistake. Now this will not happen. All of you should tell the people of your respective areas about the development work we have done. We believe in working, while some people believe in messing up. These days, they are making absurd statements.
The Chief Minister said that since 2006, we started fencing the graveyards. So far, more than 8 thousand graveyards have been fenced. The fencing of the remaining graveyards will also be completed soon. We saw that incidents of idol theft are taking place from Hindu temples. In view of this, the work of construction of boundary walls of temples older than 60 years was started so that incidents of theft do not take place in the temples.
We are getting development work done in the entire Bihar. No area of Bihar is untouched by development. We have done the work of education, health, road, bridge construction on a large scale, due to which earlier people from any corner of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours. Work is being done in every way for this.
The Chief Minister said that since 2006, we started the dress scheme for children studying in government schools. After that, efforts have been made to improve the education sector by starting cycle scheme for girls from 2009, cycle scheme for boys from 2010, recruitment of employed teachers on a large scale, construction of school buildings. When girls were given cycles, they started going to school on time and also take their parents to the market in the evening. Government recognition is being given to employed teachers through examination.
Earlier, only 39 patients used to go for treatment in a month in the primary health center. We started the work of free medicine distribution in government hospitals from the year 2006. Now on an average more than 11 thousand patients are coming for treatment in primary health centers in a month. Earlier there were only 6 government medical colleges in Bihar. Now their number has increased to 11. We are establishing medical colleges in every district. Through the Saat Nishchay Yojana, by the year 2020, basic facilities like tap water to every house, construction of paved streets and drains to every house, toilet to every house, electricity connection to every house, paved road to every hamlet have been provided to the people.
The Chief Minister said that 50 percent reservation was given to women in Panchayati Raj institutions and municipal bodies, after which 4 elections have been completed so far. A large number of women have been elected. We have worked in every way for the upliftment of women. In the year 2013, 35 percent reservation was given to women in police recruitment, as a result of which the participation of women in Bihar Police Force has increased significantly.
Today, the number of women in Bihar Police is more than in the police force of any state in the country. From the year 2016, we have started giving 35 percent reservation to women in all government jobs. Earlier, the number of self-help groups in Bihar was very less. In the year 2006, we started the work of increasing the number of self-help groups by taking a loan from the World Bank. Now the number of self-help groups in Bihar has increased to 10 lakh 61 thousand, with which 1 crore 31 lakh Jeevika Didi are associated.
We have named the women associated with self-help groups as Jeevika Didi, inspired by which the then central government also adopted it and named it Ajeevika. Self-help groups have also been formed in urban areas of Bihar, in which 26 thousand Jeevika Didis are associated so far. Before 2005, women did not go out of the house. Now women are doing very good work by joining self-help groups. This has not only increased the income of the family but the respect of women in the society has also increased a lot. The Chief Minister said that under the Saat Nishchay Yojana-2, we had set a target of giving government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs. Apart from this, a target of giving employment to 10 lakh people was set. So far, employment has been provided to 24 lakh people. In the year 2025, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment. We have worked for the upliftment of all sections.
Madarsas have been given government recognition. Madrasa teachers are also being paid salary like government teachers. We decided to conduct caste based census in Bihar after meeting with all the parties. After that caste based census was conducted in Bihar in which 94 lakh poor families were identified, who belong to every caste and religion.
Such poor families are being given financial help of Rs 2 lakh per family so that they can earn their livelihood. In this meeting also, public representatives have told their problems, they have also been noted by the officials. All problems will be resolved with full promptness. Whatever development work is left will be completed at a fast pace.
We serve the people. We are always engaged in the development work of the state. We do not discriminate against anyone. We will all work together for the development of Bihar. While giving instructions to the officials, the Chief Minister said that whatever problems have been raised by the public representatives here today, they should be resolved as soon as possible. He said that all kinds of development work has been done in Muzaffarpur district but we have received information that there is a problem of traffic jam in Muzaffarpur city.
