Bihar Advances Land Reform: Over 2.3 Crore Documents Digitized, E-Registration Rolled Out
With revenue targets exceeded and paperless registration on the rise, the state modernizes land and property services;

A total of five crore registered documents from the year 1908 to the year 1990 are to be digitized, for which the agency has been selected. From the year 1995 to 2025, the digitization work of a total of 2.34 crore registered documents has been completed. With this, people will now get the facility to view land and house documents online.
Along with this, the Registration Department has achieved 102 percent of the revenue target in the financial year 2024-25. Last year the target was Rs 7 thousand, 500 crores. Against which a total revenue of Rs 7 thousand, 648.88 crores has been received. In the financial year 2023-24, this target was set at Rs 7 thousand crores. Against which a total of Rs 6 thousand, 170.91 was received. There has been an increase of 24 percent in the receipt of revenue as compared to the last financial year. At the same time, the total number of documents registered in the financial year 2024-25 is Rs 17 lakh, 51 thousand, 510, which is 24 percent more than the financial year 2023-24. The target set for revenue collection for the financial year 2025-26 is Rs 8 thousand 250 crore.
E-Registration Software
The state government has also launched "e-Registration" software for the convenience of the general public. With this, people will be able to apply for registration, update status, category of land, payable fee and e-KYC from home. Work is going on in four offices as a pilot project to make the registration process paperless. This has relieved the parties from preparing and scanning the documents. All the officials have been given laptops for registration by the department.
New Registration Office
At present, a total of 140 registration offices are functioning in the state. In which a total of 102 sub-registrar offices are working along with the registration office in all the 38 districts of the state. In the year 2025, a total of three new registration offices have been created in Veerpur (Supaul), Sonvarsha (Saharsa) and Paliganj (Patna).
* E-Stamp
E-stamps are being sold in all the registration offices through the departmental software through the Co-operative Bank. Non-judicial stamps up to one thousand rupees are being issued and sold through franking machines in the registration offices. E-court fees are also being sold in the High Court and all the 60 civil courts of the state.
