Pragati Yatra in Bihar: Chief Minister Nitish Kumar reviews development schemes in Darbhanga district
In the second phase of Pragati Yatra, today Chief Minister Shri Nitish Kumar held a review meeting regarding the developmental schemes going on in Darbhanga district. In the review meeting held in Dr. Bhivrao Ambedkar Auditorium located in Darbhanga Collectorate, the District Magistrate greeted the Chief Minister by presenting a flower bouquet.
In the review meeting, District Magistrate of Darbhanga District Shri Rajiv Roshan gave detailed information about the progress and achievement of the developmental schemes of Darbhanga district through presentation. During this, detailed information was given to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, tap water to every house and their maintenance, paved lanes and drains to every house, Chief Minister Rural Solar Street Light Scheme, irrigation water to every farm, construction of agricultural feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Yojana, encouragement to women for higher education, medical consultation through tele medicine in health sub-center, door step delivery of veterinary services and updated status of construction of Panchayat Government Building. Apart from this, the District Magistrate gave detailed information to the Chief Minister regarding 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat, Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij / Parimarjan / Parimarjan Plus and Jal-Jeevan-Hariyali. In the review meeting, the public representatives also placed the problems of their respective areas before the Chief Minister.
Addressing the review meeting, the Chief Minister said that first of all I congratulate and welcome you all. It is a matter of happiness that the District Magistrate Darbhanga has informed all of us in detail about the progress of the developmental schemes going on in the district, which is necessary for all of us to know. All the public representatives present here have also placed the problems of their respective areas. I would like to tell the officers of the concerned departments present here to solve the problems of their areas as soon as possible. Apart from this, if there is any problem anywhere else, identify it and inform the government, it will be resolved. I would like to request all of you to inform people about the condition of Bihar before 24 November 2005 and the current state of Bihar. We have changed the picture of Bihar by doing development work in every area of Bihar. Today we have visited many places in Darbhanga district and seen the development work, have also talked to the people. Very good work is being done. The people of Bihar gave us an opportunity to work in Bihar from 24 November 2005. Since then we are constantly taking Bihar forward, due to which a lot of changes have come in the state. An atmosphere of peace, brotherhood and harmony has been established in the state. Development work is being done continuously for all areas and all sections. Before the year 2005, the condition of Bihar was very bad. People were afraid to step out of their homes after evening. Now people come and go anywhere as per their need. There is no atmosphere of fear anywhere. Before 2005, there was no arrangement for treatment in the hospitals of Bihar, the roads were dilapidated. When I was an MP and used to roam around the area, at that time I had to walk a lot due to lack of roads. The roads used to be deserted. There was an atmosphere of fear in Patna too. The condition of education was not good. Some people keep on making absurd statements. We believe in working. From 24 November 2005, we started working together for the development of Bihar. We are together even today and will remain united with full strength in the future too. Before 2005, there were often reports of disputes between Hindus and Muslims. Earlier, the number of roads in Bihar was very less and the condition of the roads that were there was poor. Now electricity has been provided to every house. For farming also, electricity is being provided to farmers at cheap rates through agricultural feeders. The Chief Minister said that since 2006, we have started fencing graveyards. So far, more than 8 thousand graveyards have been fenced. The fencing of the remaining graveyards will also be completed soon. People can vote for whomever they want, we are serving everyone equally. It was observed that incidents of idol theft are taking place from Hindu temples. In view of this, the work of construction of boundary walls of temples older than 60 years was started so that incidents of theft do not take place in temples. We have done the work of construction of education, health, roads, bridges on a large scale, due to which earlier people from any corner of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours. For this, a large number of roads and bridges are being constructed at every level.
The Chief Minister said that from the year 2006-07 we started the dress scheme for children studying in government schools. After that, from the year 2008, a cycle scheme was started for girls studying in 9th class. After returning from school, the girls also take their parents to the market on cycles in the evening. On the demand of boys, a cycle scheme was also started for boys from the year 2010. Government teachers and contractual teachers were recruited on a large scale. Efforts have been made to improve the field of education by constructing school buildings. Now contractual teachers are being given government recognition through examination.
The Chief Minister said that earlier only 39 patients used to go for treatment in the primary health centers of Bihar in a month. We did a lot of development work in the field of health so that people get convenience in treatment. Now on an average more than 11 thousand patients are reaching the primary health centers for treatment in 1 month. Earlier there were only 6 government medical colleges in Bihar. Now their number has increased to 12. We are establishing medical colleges in every district. During the Prime Ministership of respected Atal Bihari Vajpayee, the first AIIMS in Bihar was built in Patna. The second AIIMS is going to be built in Darbhanga. Prime Minister Shri Narendra Modi has already visited it. We are going to increase the capacity of Darbhanga Medical College and Hospital to 2500 beds. Patna Medical College and Hospital is being made of 5400 bed capacity. IGIMS Patna is also being expanded. Through the Saat Nishchay Yojana, by the year 2020, basic facilities like tap water in every house, construction of paved lane and drain to every house, toilet in every house, electricity connection to every house, paved road to every hamlet have been made available to the people. After this, whatever new settlements have been built, basic facilities will be made available there under the Saat Nishchay Yojana before the assembly elections this year.
The Chief Minister said that 50 percent reservation was given to women in Panchayati Raj institutions and urban bodies, after which 4 elections have been completed so far. A large number of women have been elected. We have worked in every way for the upliftment of women. In the year 2013, 35 percent reservation was given to women in police recruitment, as a result of which the participation of women in Bihar Police Force has increased significantly. Today, the number of women in Bihar Police is more than in the police force of any state in the country. From the year 2016, we have started giving 35 percent reservation to women in all government jobs. Earlier, the number of self-help groups in Bihar was very less. In the year 2006, we started the work of increasing the number of self-help groups by taking a loan from the World Bank. Now the number of self-help groups in Bihar has increased to 10 lakh 61 thousand, with which 1 crore 31 lakh Jeevika Didi are associated. We have named the women associated with self-help groups as Jeevika Didi, inspired by which the then central government also adopted it and named it Ajeevika. Formation of self-help groups has also been started in urban areas of Bihar, in which 26 thousand Jeevika Didis are associated so far. Women are doing very good work by joining self-help groups. This has not only increased the income of the family but the respect of women in the society has also increased a lot. We go to different places and see the work of Jeevika Didis, talk to them and whatever problems they have, they are resolved.
The Chief Minister said that under Saat Nishchay Yojana-2, we had set a target of giving government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs. Apart from this, a target of giving employment to 10 lakh people was set. So far, employment has been provided to 24 lakh people. In the year 2025, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment. We have given government recognition to madrasas. Now madrasa teachers are also being paid salary like government teachers. He said that we decided to conduct caste based census in Bihar after meeting with all the parties, after which caste based census was conducted in Bihar. In the caste based census, 94 lakh poor families have been identified, who belong to every caste and religion. Such poor families are being given financial help of Rs 2 lakh per family so that they can earn their livelihood.
The Chief Minister said that whatever is possible, we are getting work done for the development of every sector. We serve the people and are always engaged in the development work of the state. We do not discriminate against anyone. We will all keep working together for the progress of Bihar. The Chief Minister said that every kind of development work has been done in Darbhanga district. In Darbhanga district also, engineering college, medical college and hospital, polytechnic institute, ANM-GNM institute, ITI in all sub-divisions, residential schools, hostels, planetarium, science museum, bridges, paths, airport etc. have been constructed and development work has been done in every sector. So far 81790 self-help groups have been formed in Darbhanga district, with which 5 lakh 10 thousand Jeevika didis are associated. Didi ki Rasoi is also being run by Jeevika didis. Today we have visited many places including Vrihad Ashray Sthal, Pokhar, Kasturba Gandhi Residential School, Delhi Mor Bus Stand and seen the development work. We have become aware of the problems of the people. We have also directed the officials to solve these problems as soon as possible. Apart from all this, if there are any shortcomings or problems anywhere else, then inform us, it will be resolved.
Important announcements of the Chief Minister regarding the demands of the people in Darbhanga district
The bus station located at Delhi Mor, Darbhanga will be developed as an inter-state bus stop. Apart from the passengers coming to and from the surrounding districts for Darbhanga Airport, this will also provide a lot of convenience to the patients coming for treatment after the construction of the proposed AIIMS in Shobhan.
The Gangasagar, Hardahi and Digdhi ponds located in Darbhanga will be beautified and all the three ponds will be developed by integrating them. This will provide civic facilities to a large population.
A I have inspected the site of ROB construction near Donar Chowk in Darbhanga city. Officials have been directed to start its construction work soon.
Elevated road connectivity will be provided from Darbhanga-Amas Highway to Darbhanga Medical College and Hospital (DMCH) in Darbhanga city. Due to this, people going to DMCH will reach DMCH directly without entering the city, due to which there will be no problem of jam in the city.
The road will be widened from Ekmi Chowk to the station via Laheriyasarai Tower and Karpuri Chowk and an elevated road will be constructed as per requirement. This will get rid of the problem of jam.
The Shobhan bypass on which the proposed AIIMS is being constructed will be developed as a 4 lane road. Due to this there will be no problem of jam on the way to and from AIIMS.
Baba Kusheshwarsthan will be beautified and developed. This will facilitate the devotees coming here for worship, bathing, lodging etc., which will promote this place as a tourist destination.
A Mithila Shodh Sansthan will be modernized and preserved. This will promote Mithila culture and language.
A bypass will be constructed from Asma Bridge (Kusheshwarsthan East Block) to SH-56. This will get rid of the problem of traffic jam in Kusheshwarsthan market and devotees will be facilitated in commuting.
