Directive on Application Processing and Management for Teachers and Non-Teaching Staff
This directive addresses the management and processing of applications received from teachers and non-teaching staff, with a focus on maintaining order, transparency, and fairness in the application process.
It has come to the department's attention that applications, especially those related to financial matters such as maternity leave, medical reimbursement, pending salary payments, and terminal benefits, are often not properly maintained or registered as per rules. There have been instances of applications being kept pending for extended periods, only to be suddenly processed and approved in a suspicious manner after fulfilling unreasonable expectations. This practice of "pick and choose" processing is unacceptable and must be addressed immediately.
To rectify this situation and ensure fair and transparent processing of all applications, the following directives are to be implemented with immediate effect:
1. All teachers and non-teaching staff are instructed to submit their applications related to service or retirement benefits to their respective Block Education Officer's office.
2. Block Education Officers must register all received applications in a sequential order in a dedicated register.
3. Block Education Officers will forward relevant applications to the District Education Officer's office or District Program Officer's office, as appropriate.
4. The District Education Officer's office and District Program Officer's office will maintain a register for applications received from Block Education Officers. This register must include the following details for each application:
- - Serial number
- - Date of receipt
- - Name and designation of the applicant
- - Subject of the application
- - Date of disposal
- - Remarks
5. Applications must be processed on a "First Come, First Out" basis. Any deviation from this order must be justified and recorded in the remarks column of the register.
6. District Education Officers and District Program Officers are personally responsible for regularly monitoring this process.
7. No teacher or non-teaching staff should directly submit applications to the District Education Officer's office or District Program Officer's office.
8. Clerical staff in the District offices are prohibited from contacting applicants via telephone or mobile. If necessary, only the District Education Officer/District Program Officer may communicate directly with the applicant.
9. Teachers and non-teaching staff found unnecessarily present at the District offices in violation of these directives may face appropriate legal or departmental action.
Any violation of these directives, including arbitrary processing of applications out of order, will result in punitive or departmental action against the concerned officer.
This directive aims to ensure fairness, transparency, and efficiency in the processing of all applications from education department staff. Strict adherence to these guidelines is expected from all concerned parties.
