CM Nitish Kumar Reviews Developmental Progress in Saran District During Second Phase of Pragati Yatra

In the second phase of Pragati Yatra, today Chief Minister Shri Nitish Kumar held a review meeting regarding the developmental schemes going on in Saran district. In the review meeting held in the meeting hall located in Saran Collectorate, the District Magistrate greeted the Chief Minister by presenting a bouquet of flowers.

In the review meeting, District Magistrate of Saran district, Shri Aman Sameer gave detailed information about the progress and achievement of the developmental schemes of Saran district through presentation. During this, detailed information was given to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, tap water to every house and their maintenance, paved lanes and drains to every house, Chief Minister Rural Solar Street Light Scheme, irrigation water to every farm, construction of agricultural feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Yojana, encouragement to women for higher education, medical consultation through tele medicine in health sub-center, door step delivery of veterinary services and updated status of construction of Panchayat Government Building. Apart from this, the District Magistrate gave detailed information to the Chief Minister regarding 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat, Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij / Parimarjan / Parimarjan Plus and Jal-Jeevan-Hariyali. In the review meeting, the public representatives also placed the problems of their respective areas before the Chief Minister.

Addressing the review meeting, the Chief Minister said that I welcome all of you. Today we have visited many places here and seen the development works and have also met the local people and talked to them. The District Magistrate has made us all aware of the progress of the developmental schemes going on in Saran district. All the public representatives present here have also placed the problems of their respective areas. I have full faith and expectation from the officials that they will solve the problems here soon. All of you should inform the government about the shortcomings and needs here, they will be fulfilled, this is the responsibility of the public representatives. From the beginning, we have been continuously carrying out development work in the entire Bihar. No area is untouched by development. Very good work is being done here. The people of Bihar gave us the opportunity to work here from 24 November 2005, since then we have been continuously taking Bihar forward, due to which a lot of change has come in the state. An atmosphere of peace, brotherhood and harmony has been established in the state. Before the year 2005, the condition of Bihar was very bad. People were afraid to come out of their homes after evening. As an MP, when I used to roam in my area, I used to see that people did not come out of their homes after evening. Even when we were roaming during the 2005 Bihar Assembly elections, the roads used to be deserted, only a few people were seen. After 2005, there was a lot of change in Bihar, the result of which is that now even late at night people are traveling anywhere according to their need and wish. There is no atmosphere of fear anywhere. Before 2005, there was no arrangement for treatment in the hospitals of Bihar, the roads were dilapidated. The condition of education was also not good. News of disputes between Hindus and Muslims used to be in the headlines every day. He said that continuous development work is being done in every field. We have not neglected anyone. Respected Atal Bihari Vajpayee ji had made me a minister at the center, he also made me the Chief Minister of Bihar. We can never forget him. We are taking Bihar forward by staying united. Earlier, the number of roads in Bihar was very less and the condition of the roads that were there was also very dilapidated. Now electricity has been provided to every house. For farming also, electricity is being provided to farmers at cheap rates through agricultural feeders.

The Chief Minister said that whatever is possible, we are working for the development of every sector. We serve the people and are always engaged in the development work of the state. We do not discriminate against anyone. We will all work together for the progress of Bihar. While giving instructions to the officials, the Chief Minister said that whatever problems have been raised by the public representatives here today, they should be resolved as soon as possible. Development work has been done in every way in Saran district. In Saran district also, along with setting up engineering college, medical college and hospital, polytechnic institute, ANM, GNM institute, ITI in all sub-divisions, residential schools, hostels etc., work has been done for the construction of roads and bridges. The construction work of 42 Panchayat Government buildings has been completed here. By June 2025, the construction work of all the remaining Panchayat Government buildings will be completed. Ara-Chhapra four-lane bridge (Veer Kunwar Singh Setu) and rail cum road bridge (JP Setu) have been constructed on the river Ganga. Development work has been done at Sitab Diara, the birthplace of Loknayak Jayaprakash Narayan. Along with this, anti-erosion works have also been done there. 57 dedicated agricultural feeders have been installed to provide electricity to farmers for farming at a low rate. So far 14,984 farmers have taken electricity connection for agricultural work. The number of self-help groups in Saran district has increased to 33,162, with which 4 lakh 4 thousand Jeevika didis are associated. Didi ki Rasoi is also being operated here. Our aim is to work in the interest of everyone. We want Bihar to develop well. The Center is also giving full support in the development of Bihar. We will always work together to increase the income of the people of Bihar and move forward on the path of continuous development.

The Chief Minister said that since 2006, we have started fencing graveyards. So far, more than 8 thousand graveyards have been fenced. The fencing of the remaining graveyards will also be completed soon. People can vote for whomever they want, we are serving everyone equally. It was observed that incidents of idol theft are taking place from Hindu temples. In view of this, the work of construction of boundary walls of temples older than 60 years was started so that incidents of theft do not take place in temples. We are carrying out development work in the entire Bihar. We have done the work of education, health, road, bridge construction on a large scale, due to which earlier people from any corner of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours, every kind of work is being done for this. The Chief Minister said that since the year 2006-07, we have started the dress scheme for children studying in government schools. After that, from the year 2009, a bicycle scheme was started for girls. Now girls take their parents to the market on bicycles in the evening after returning from school. On the demand of boys, a bicycle scheme was started for boys from the year 2010. Along with this, government teachers and contractual teachers have been appointed on a large scale. Efforts have been made to improve the field of education by constructing school buildings. Now contractual teachers are being given government recognition through examination.

The Chief Minister said that earlier only 39 patients used to go for treatment in the primary health center of Bihar in a month. We started the work of free checkup and medicine distribution in government hospitals from the year 2008. Now on an average more than 11 thousand patients are reaching the primary health centers for treatment in 1 month. Earlier there were only 6 government medical colleges in Bihar. We are establishing medical colleges in the districts. Today we have inaugurated the government medical college and hospital here. Now the people of Saran and surrounding areas will get convenience in treatment. He said that through the Saat Nishchay Yojana, by the year 2020, basic facilities like tap water in every house, construction of paved lane and drain to every house, toilet in every house, electricity connection to every house, paved road to every hamlet have been provided to the people. After this, whatever new settlements have been built, basic facilities will be made available there also before the assembly elections this year under the Saat Nishchay Yojana.

The Chief Minister said that 50 percent reservation was given to women in Panchayati Raj institutions and municipal bodies, after which 4 elections have been completed so far. A large number of women have been elected. We have worked in every way for the upliftment of women. In the year 2013, 35 percent reservation was given to women in police recruitment, as a result of which the participation of women in Bihar Police Force has increased significantly. Today, the number of women in Bihar Police is more than in the police force of any state in the country. From the year 2016, we have started giving 35 percent reservation to women in all government jobs. Earlier, the number of self-help groups in Bihar was very less. In 2006, we took a loan from the World Bank and started increasing the number of self-help groups. Now the number of self-help groups in Bihar has increased to 10 lakh 61 thousand, with 1 crore 31 lakh Jeevika Didis associated with them. We have given the name Jeevika Didi to the women associated with the self-help groups, inspired by which the central government of that time also adopted it and named it Ajeevika. Some people are just busy in talking nonsense.

The Chief Minister said that under the Saat Nishchay Yojana-2, we had set a target of providing government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs. Apart from this, a target of providing employment to 10 lakh people was set. So far, 24 lakh people have been provided employment. In the year 2025, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment. We have given government recognition to madrasas. Now madrasa teachers are also being given salary like government teachers. He said that we decided to conduct caste-based census in Bihar after meeting with all the parties, after which caste-based census was conducted in Bihar. In the caste-based census, 94 lakh poor families have been identified, who belong to every caste and religion. To eradicate the poverty of such families, financial assistance of Rs 2 lakh per family is being given by the state government so that they can earn their livelihood. We have done a lot of development work in Saran district, however, whatever is left or lacking will be completed.

Today, during the visit to Vishunpura, the common people have expressed the need for construction of a new elevated path for smooth traffic on NH-31. To solve this problem, an elevated path will be constructed from Doriganj market to Vishunpura in Sadar block. This will facilitate the movement of vehicles coming from the capital Patna to Chapra.

Today, during the visit, people in Vishunpura Bisen Tola informed about the problem of traffic. To solve this problem, the widening and strengthening of the left Chapra section of NH-19 will be done. This will facilitate movement between Patna, Chapra, Siwan and Gopalganj.

Today, during the visit to Ekma block, people informed about the problem of traffic. To solve this problem, the road from Ekma to Dumaigarh (km 0.00 to 10.00) will be widened and strengthened. Small, big and heavy vehicles ply on this road. This will greatly facilitate people in commuting.

Today, during the visit to Ekma block, people were made aware of the problem of transportation. To solve this problem, Ekma Mashrakh Path will be widened and strengthened. Its construction will greatly facilitate people in transportation.

Khaira Bin Tolia Path will be widened. This will greatly facilitate people to go to Patna, Siwan, Gopalganj etc. and the people of Chhapra city will get an alternative route to reach the railway station.

The previously approved single lane path from 40th kilometer to 80th kilometer on Saran embankment will be made a double lane path. This will provide an alternative route to people for transportation.

For smooth transportation in Chhapra city, four new ROB rail over bridges will be constructed at Bhikhari Thakur Dhala, Jagadam College Dhala, Gadkha Dhala and Ramnagar Dhala respectively. This will greatly facilitate people in transportation and will provide relief from traffic jams. The Baba Hariharnath temple area located in Sonpur will be developed comprehensively. Under this, widening of the path from NH-19 four lane to Nakhas area will provide great convenience to the devotees.
