CM Nitish Kumar Reviews Development Progress in Araria During Third Phase of Pragati Yatra
Chief Minister Shri Nitish Kumar today held a review meeting in the Parman Auditorium located in the Collectorate regarding the developmental schemes going on in Araria district in the third phase of Pragati Yatra.
In the review meeting, District Magistrate of Araria, Shri Anil Kumar gave detailed information about the development works of the district through presentation. The District Magistrate gave detailed information to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, tap water to every house and their maintenance, paved lanes and drains to every house, Chief Minister Rural Solar Street Light Scheme, irrigation water to every farm, construction of agricultural feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Yojana, encouragement to women for higher education, medical consultation through telemedicine in health sub-center, door step delivery of veterinary services and updated status of construction of Panchayat Government Building. Apart from this, the District Magistrate gave detailed information to the Chief Minister regarding 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat, Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij / Parimarjan / Parimarjan Plus and Jal-Jeevan-Hariyali. In the review meeting, the public representatives also placed the problems of their respective areas before the Chief Minister.
Addressing the review meeting, the Chief Minister said that I congratulate and welcome all of you in this meeting. The District Magistrate of Araria has given us all information about the developmental works going on in the district. The public representatives present here have also put forth their views. Today we have also visited many places here and seen the development works. We have told the officials to ensure further action keeping in mind whatever needs are there here. We have taken a decision in the cabinet meeting regarding the districts we visited earlier in the Pragati Yatra and the needs there. Our aim is to progress Bihar in every way. We have been visiting the whole of Bihar from time to time since the beginning. Development work has been done in every area, you all should not forget that.
The Chief Minister said that we started working for the development of Bihar from 24 November 2005, since then we have been continuously working to take Bihar forward. Before the year 2005, people were afraid to go out of their homes after evening. There was no arrangement for treatment in hospitals, the roads were dilapidated. The condition of education was not good. Often there were reports of disputes between Hindus and Muslims. There was a great lack of roads. When I was an MP, I had to walk a lot in my area due to lack of roads. When the people of Bihar gave us a chance to work, the situation of Bihar has changed. Developments are being done in every area. We do not discriminate against anyone. Whoever wants to vote, vote for them. There is peace in Bihar now. The fight between Hindus and Muslims has ended. In 1980, there was a big dispute between Hindus and Muslims in Bhagalpur. We took action against the culprits and got justice for the victims. Since 2006, we have fenced the graveyards. Till now, most of the graveyards have been fenced and the remaining graveyards are being fenced. We saw that incidents of idol theft are happening from temples. In view of this, we decided to build boundary walls of old temples so that incidents of theft do not happen in temples. We have not left any work unfinished.
The Chief Minister said that we are getting development work done in the whole of Bihar. No area of Bihar is untouched by development. We have done the work of education, health, road, bridge construction on a large scale, due to which earlier people from any corner of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours. Every kind of work is being done for this.
The Chief Minister said that from the year 2000, a dress scheme was started for the children studying in government schools. From the year 2000, a cycle scheme was started for girls, but when boys started demanding, a cycle scheme was started for them too from the year 2010. Employed teachers have been reinstated on a large scale in Bihar. An effort has been made to bring about improvement in the field of education by constructing school buildings. A large number of government teachers are also being reinstated. Along with this, government recognition is being given to employed teachers through examination. Madrasas have also been given government recognition and the teachers teaching there are being given a salary as per government teachers.
The Chief Minister said that earlier only 30 patients used to come to the Primary Health Center in a month for treatment. We have made provision for more treatment, due to which on an average more than 11 thousand patients are coming for treatment every month. Earlier there were only 6 government medical colleges in Bihar, now their number has increased to 12. We have decided that a medical college and hospital will be constructed in Araria. The doctors opened in all the districts have provided basic facilities to the people like tap water in every house, construction of paved streets and drains, toilet in every house, electricity connection to every house through the Saat Nishchay Yojana since 2015. From the year 2020, under the Saat Nishchay Yojana-2, the work of Chief Minister Rural Solar Street Light Mojna, Telemedicine, Bal Hriday Yojana, irrigation water to every farm etc. is progressing rapidly.
The Chief Minister said that since the year 2006, women were given 50 percent reservation in Panchayati Raj institutions and in the municipal bodies since the year 2007, under this 50 percent reservation has been given to women. A large number of women have come here. We have worked in every possible way for the upliftment of Bihar since the last 4 elections. Earlier, the number of self-help groups in Bihar was very less. When our government was formed in Bihar in 2006, we took a loan from the World Bank to increase the number of self-help groups. The number of self-help groups in Bihar has now increased to 10 lakh with 36 lakh Jeevika Didis associated with them. We have given the name Jeevika Didi to the women associated with the self-help groups. Inspired by this, the central government of that time also adopted it and named it Jeevika. Now, the formation of self-help groups has been started in urban areas of Bihar as well. 20 thousand Jeevika Self Help Groups have been formed in urban areas, with 3 lakh Jeevika Didis associated with them. In 2013, we gave 30 percent reservation to women in police recruitment, as a result of which the number of women in Bihar Police Force is the highest in the country. The number of women in Bihar Police is the same as the number of women in any police force in the country. From the year 2016, we have given 35 percent reservation to women in all government jobs.
The Chief Minister said that under the Saat Nishchay Yojana, we had set a target of giving government jobs to 10 lakh people. Which has been increased to 12 lakh. So far, 1 lakh people have been given government jobs. Apart from this, a target of giving employment to 10 lakh people was set. So far, 24 lakh people have been provided employment. In the year 2025, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment. We have worked for the upliftment of all sections. We held a meeting with all the parties and conducted caste-based census in Bihar, in which 04 lakh poor families have been identified, who belong to every caste. Such poor families are being given financial assistance of Rs 2 lakh per family so that they can earn their livelihood.
The Chief Minister said that many development works have been done in Araria district, engineering colleges, para medical institutes and hostels have been constructed here. Along with this, Government Polytechnic Institute, Mahila JITI, ITI hostels in all sub-divisions, GNM Institute, residential schools, many bridges have been constructed. Here, on the Indo-Nepal border, four-lane road construction work is being done from Galgalia of Kishanganj to Araria. There was a severe flood there in the year 2017. We had done relief and rescue work on a large scale. All the roads and culverts that were damaged in that severe flood were constructed. Along with this, renovation was done in the Eastern Kosi Canal system. A bedded feeder has been constructed in Araria district. 2 lakh 34 thousand Jeevika women have joined various support groups. 3 Didi's kitchens are also being run here. We are engaged in doing every possible development work. Our goal is to remove whatever shortcomings there are. The purpose of the Dabha people is to work.
Important announcements of the Chief Minister regarding the demands of the people in Araria district
Sundarnath Dham will be developed in Dumaria Panchayat of Kursarkota block, this will provide better facilities to the tourists coming from far off places and employment will also be available to the people of this area.
Araria-Kurtakota-Kuwadi Sikti road will be widened, this will facilitate people in commuting.
A modern auditorium will be constructed in Araria district headquarters, this will facilitate various big programs organized by the administration on the district level.
The Saifganj to Turkta (Bhaya-Mahayava, Bhargama) road will be widened, this will facilitate people in commuting.
ROB will be constructed at Subhash Chowk in Forbesganj city, this will get rid of the problem of traffic jam and will provide a lot of convenience to the people.
Block-cum-Zone Office Building will be constructed in Araria, Kursakanta, Narpatganj, Forbesganj, Bhargawan, Raniganj, Sikti blocks in Araria district.
We have decided that a medical college and hospital will be constructed in Araria, this will provide better medical facilities to the people here. For this, a team is being sent tomorrow itself to identify suitable land so that the medical college and hospital can be established soon.
