Bihar Takes Giant Leap Toward Industrial Growth with Formation of BIMCGL for Gaya Manufacturing Cluster

Under the visionary leadership of Chief Minister of Bihar, Shri Nitish Kumar and effective guidance of Chief Secretary, Government of Bihar, Shri Amrit Lal Meena, Government of Bihar has formed a Special Purpose Vehicle (SPV) named “Bihar Integrated Manufacturing City Gaya Limited” (BIMCGL) to accelerate the ambitious Integrated Manufacturing Cluster (IMC) project at Gaya.

The SPV was registered on 6th January, 2025, which is a significant step towards speedy construction and accelerated timelines of the project.

An MoU was held at Patna on 12th November, 2024, where BIADA and NICDC signed the Shareholder Agreement (SHA), and NICDC and the Department of Industries, Government of Bihar signed the State Support Agreement (SSA).

The SPV will be governed by a Board comprising representation from the State and Central Governments, with a total of six Directors. It will include three Directors each from the State and Central Governments. The Managing Director of BIADA will be the CEO & MD of BIMCGL.

Chief Minister Shri Nitish Kumar has prioritized industrial development as a key pillar in Bihar's development. His focus on conducive business environment, skill development and infrastructure development has played a key role in attracting investments to the state.

Chief Secretary Shri Amrit Lal Meena has played a key role in simplifying administrative processes and effectively implementing government policies. His leadership has been instrumental in facilitating the progress of the IMC Gaya project and ensuring coordination between various departments.

"This is a historic occasion for Bihar," said Bihar's Industry Minister Shri Nitish Mishra. "The formation of BIMCGL reflects the government's commitment to expedite the project. By bringing together key stakeholders and simplifying processes, we are confident that construction work will commence soon."

BIADA Managing Director Shri Kundan Kumar said that this manufacturing cluster is an important step towards establishing Bihar as a major industrial hub. He said that the project will create numerous employment opportunities for the youth of the state and effectively utilize Bihar's resources and skills.

The IMC Gaya project, approved in the Union Budget 2024-25 and subsequently by the Cabinet, is expected to create around 1,09,000 jobs and attract investments worth ₹16,000 crore, giving a major boost to the state’s economy.

The following infrastructure development will be carried out under the project:

* 29.89 km long internal road network

* Modern power substation

* Advanced water supply and sewage treatment system

* Integrated waste management facilities

* Skill development centres

* Commercial spaces and administrative offices

Strategic connectivity is the key feature of the project. The cluster is located near Gaya Junction, major national highways and the upcoming New Paharpur railway station, ensuring excellent access to Haldia Port and inland terminals like Gaighat in Patna and Ramnagar in Varanasi.

The land is already with the state government and all necessary permissions have been completed. The IMC project is set to accelerate the industrial development of Bihar and establish the state as a major industrial hub in eastern India.
