Bihar Reviews Progress of State Agencies and Corporations, Emphasizes Vision-2030 Goals
The Planning and Development Department of Bihar conducted a comprehensive review meeting of state government corporations, committees, authorities, and agencies in a hybrid mode under the chairmanship of the Chief Secretary. The session was attended by Managing Directors, Chief Executive Officers, Additional Chief Executive Officers, and Executive Directors of organizations including Bihar State Educational Infrastructure Development Corporation Ltd., Bihar State Road Development Corporation Ltd., Bihar Urban Infrastructure Development Corporation, Bihar State Housing Board, Patna Metro Rail Corporation Ltd., and Bihar Medical Services and Infrastructure Corporation Ltd., among others. Additional Chief Secretaries, Principal Secretaries, and Secretaries from the Health, Education, Rural Works, Road Construction, Home, Energy, Industry, and Urban Development and Housing Departments participated via video conferencing.
The meeting reviewed the financial and physical progress of the financial year 2024-25, examining fund utilization and the status of available funds in PL and bank accounts. Discussions also covered the governance aspects of these entities, including the frequency of Board of Directors’ and Executive Committees’ meetings, the status of audits, and compliance with regulatory frameworks such as the Companies Act and Cooperative Acts. A significant portion of the discussion revolved around Vision-2030, with corporations outlining five key points that align their initiatives with the state’s long-term development goals.
Corporations also presented their plans for increasing internal resource generation, alongside updates on manpower availability and flagship schemes. The Chief Secretary stressed the importance of utilizing advanced monitoring systems and portals for real-time progress reporting. Departments and agencies were also encouraged to ensure transparency, accountability, and the highest quality in implementing various schemes.
Patna Metro Rail Corporation Ltd. and other key infrastructure entities highlighted progress in urban development projects, while the Bihar State Police Building Construction Corporation Ltd. and Bihar State Tourism Development Corporation Ltd. reported on their specific sectoral contributions. The meeting reiterated the importance of digital tools in monitoring flagship schemes and achieving annual targets effectively.
The Chief Secretary directed all agencies to maintain momentum in project execution and meet deadlines while upholding quality standards. He emphasized the importance of collaboration, innovation, and adherence to financial and operational benchmarks to achieve the state’s developmental aspirations. The session highlighted the state government’s commitment to fostering effective governance and delivering impactful results that align with Vision-2030. By emphasizing inter-departmental coordination and robust planning, the government aims to ensure that Bihar’s developmental trajectory remains on course.
