Bihar Prepares Vision @ 2047 Roadmap for Inclusive and Sustainable Development
Bihar Institute of Public Administration and Rural Development (Bipard) organised a landmark consultative workshop to prepare the Vision Document of Bihar @ 2047 at Niti Shala, Gaya. The initiative is a significant step towards preparing a strategic roadmap for the overall development of Bihar, which will provide a new direction to the state as India moves towards the centenary of its independence.
The Vision Document of Bihar @ 2047 will outline sustainable, inclusive and actionable strategies to address the developmental challenges of the state. The workshop reflects Bihar’s commitment to capacity building, policy innovation and integrated development.
The workshop was inaugurated by Bihar Chief Secretary Amrit Lal Meena through video conferencing. In his address, he highlighted the key indicators of education, health, infrastructure and economic development while highlighting the recent progress of the state. He said, “We should expand on our strengths and identify areas where urgent reforms are required. This vision document will serve as a guide to make Bihar self-reliant, sustainable and globally competitive.”
Lal Bahadur Shastri National Academy of Administration (LBSNAA) Director Sriram Taranikanti, who chaired the workshop, stressed the need for data-driven policies and effective partnerships. “To create a developed Bihar, we must first identify the gaps, be it in infrastructure, education, health or governance, and work to bridge them systematically. This vision document should not be limited to just goals but also include clear and measurable strategies to achieve them,” he said.
Bipard Director General K.K. Pathak shared his perspective on inclusivity and capacity building and urged all stakeholders to think beyond conventional approaches. “It is imperative to put inclusive growth at the centre of Bihar’s transformation,” he said. Capacity building, especially at the grassroots level, will play a key role in reducing inequalities and empowering communities to contribute to the progress of the state.”
The workshop was attended by 20 development partners, including prestigious organisations such as the World Bank, UNICEF, UNDP, IFAD, ITC, IndusInd Bank, Piramal Foundation, Pradhan and Coal India. Each organisation shared their views on the concept of “Developed Bihar” and presented innovative solutions to overcome the challenges. The discussions covered key sectors such as education, healthcare, agriculture, employment, infrastructure and rural development.
The ideas and suggestions received at the workshop will form the foundation of the vision document of Bihar @ 2047, ensuring that it is a holistic and inclusive strategy in line with the aspirations of the state.
The vision document of Bihar @ 2047 will be formally launched by the Hon’ble Chief Minister of Bihar, Nitish Kumar on 26th January 2025. This will not only reflect Bihar's commitment to progress but will also underline the resolve for a developed and self-reliant future on the occasion of Republic Day.
