Bihar Announces Final Date for Submission of Tenders for Key Mineral Blocks

The deadline for the submission of tenders for three crucial mineral blocks in Bihar's Rohtas, Gaya, and Jamui districts has been set for September 20, 2024. The announcement was made by Additional Chief Secretary of the Mines and Geology Department, Mr. Mihir Kumar Singh, during a press conference held at the Information Bhawan.

The tender process, overseen by the Mines and Geology Department, is for the auction of the Bhora Katra Light Stone Block in Rohtas district and the Manjos Magnetite and Bhanta Magnetite Blocks in Jamui district. Mr. Singh emphasized the importance of these auctions in boosting the state’s revenue from mineral resources.

Key Highlights from the Press Conference:

1. Revenue Collection and Achievements:

- The Mines and Geology Department has recorded significant revenue collection, particularly from sand mining. In the financial year 2023-24, the department collected ₹3,114 crore, surpassing the target of ₹3,300 crore. For the current financial year, ₹813 crore has been collected by August, marking a 58% increase compared to the same period last year.

2. Enhanced Monitoring and IT Integration:

- To curb illegal mining and ensure transparent operations, the department has implemented an Integrated Information and Technology (IT) system. This includes an integrated control and command center with internet-enabled cameras at key locations, such as sand ghats and vehicle entry points, all monitored in real-time.

- Additionally, the department has made it mandatory for all mineral-transporting vehicles to be registered on its portal, ensuring that only vehicles with appropriate load capacities are used. As of now, 73,218 vehicles have been registered.

3. Environmental and Operational Initiatives:

- In response to environmental concerns, the department has collaborated with the Bihar Development Corporation for the Planning and Survey (BDCPS) to study sand replenishment in five major rivers: Falgu, Sain, Morhar, Kiul, and Chanan.

- The department has also issued guidelines to prevent illegal mining during the monsoon period, with a ban on sand mining from rivers during this time.

4. Future Plans:

- The department is in the process of developing an online portal for the transparent purchase and sale of sand, including home delivery options. This initiative aims to streamline access to sand and other minor minerals for the general public.

During the press conference, Mr. Singh reiterated the department's commitment to environmental protection while achieving revenue targets. He assured that the state government would provide necessary support to ensure that all procedures, from auction to mineral dispatch, are conducted smoothly and legally.

The press conference also saw participation from senior officials, including the Additional Secretary and Director of the Mines and Geology Department, who outlined the department's continued efforts to enhance Bihar's mining operations through technological advancements and strict regulatory measure.
