Centre issues final gazette notification for delimitation of wards for MCD

The delimmion work of 250 wards of Delhi Municipal Corporation has been completed. Now there will be a total of 250 wards in MCD out of which 42 will be reserved for SC. For this, the Central Government has issued a notification. In July this year, the Ministry of Home Affairs had appointed a committee for delimitation of wards under the chairmanship of Delhi Election Commissioner Vijay Dev.

Now the State Election Commission of Delhi will issue a notification by marking and reserving seats for women and scheduled caste people, out of which 42 will be reserved for scheduled castes. Earlier draft delimitation of 250 wards (42 reserved) was issued under Integrated MCD.

With the creation of a total of 250 wards in the Integrated Municipal Corporation of Delhi, the total number of wards of the first three municipal corporations has come down by 22 wards. Earlier there were 104 wards in North MCD and South MCD and 64 wards in East MCD. The total number of seats in the three municipal corporations together was 272.

According to the population, now the largest ward in Delhi will be Mayur Vihar Phase One, while the smallest ward is Chandni Chowk.800-page report submitted.

The Delimitation Committee has submitted a report of about 800 pages to the Central Government.

The delimitation work in Delhi has been done in several phases, due to which it has taken a lot of time. The committee's report was displayed on the website of the Delhi State Election Commission to know the public's reactions. The final order of delimitation has been issued after amendment based on the suggestions and objections of the common people and political parties.

Mayor will only preside over the house.After integration, the mayor will only preside over the house. There is no provision of 'Mayor in Council'. With this, now the financial power will be in the hands of the commissioner instead of the mayor.

The House has the power to pass the budget, which will be presided over by the Mayor. To spend money in that budget, to allocate budget, these powers have been given to the commissioner.

Municipal elections will be held for the first time after unified MCD.

Now the exercise of delimitation will be completed after the gazette notification issued by the Ministry of Home Affairs of the Central Government.

The delimitation committee had submitted its final report on the delimitation of wards of the Municipal Corporation of Delhi (MCD) to the Center on Monday.

The move will pave the way for the MCD elections. The Central Government can direct the State Election Commission to initiate the election process.delimitation.

Delimitation literally means the act or process of demarcating the territorial constituencies having a legislative body in a country or province.

The Delimitation Commission is a high-powered body in India whose orders have been issued under law and cannot be challenged in any court of law.

Such Delimitation Commissions have been constituted 4 times in India- in 1952 under the Delimitation Commission Act- 1952, in 1963 under the Delimitation Commission Act- 1962, in 1973 under the Delimitation Act- 1972 and in 2002 under the Delimitation Act- 2002.

In this regard, these orders shall come into force from a date specified by the President of India.

Copies of its orders are laid before the respective Houses of Lok Sabha and State Legislatures, but no amendment is allowed by them.The first delimitation of wards after the formation of the State Election Commission for Delhi took place in 1993 on the basis of the provisional census data for 1991 (as the final population figures were not available at that time).
