Union Home Ministry’s Report to Parliamentary Committee: Significant Reduction in Terrorism Cases in Jammu & Kashmir Under PM Modi’s Leadership

Under the leadership of Prime Minister Narendra Modi, there has been a significant reduction in terrorism-related cases in Jammu and Kashmir, although the killing of civilians is still a matter of great concern for the security forces and agencies working there. Union Home Secretary Govind Mohan told the parliamentary committee on Tuesday that there has been a reduction of more than seventy percent in terrorism-related activities since 2019.

As far as the killing of civilians is concerned, there has been a decline in it as compared to 2019, but the biggest matter of concern is that this graph has increased this year as compared to last year. The safety of civilians is a serious issue for the government, on which the Modi government has asked the security agencies to work. Home Ministry officials told the parliamentary panel that 50 civilians were killed in 2019, this figure has come down to 14 this year, but the matter of concern is that it is three times more than in 2023, as 5 civilians were killed last year.

As far as attacks on civilians are concerned, there were 73 attacks on civilians in 2019 and by this year i.e. 2024, this figure has come down to 10. The Home Ministry has said in the 'Vision @ 2047 (2024-2029)' section that it wants a secure, harmonious and prosperous India with secure borders and this can be achieved through strong internal security, strong cyberspace, a transparent criminal justice system and prosperous borders.

The government in Jammu and Kashmir intends to eliminate terrorist support and terror financing networks besides taking legal action against anti-India elements.

According to Home Ministry data, there were 286 terrorist incidents in Jammu and Kashmir in 2019 and after five years, only 40 incidents were recorded till the first week of November. As far as attacks on security forces are concerned, 96 attacks were recorded in 2019. A year later, this figure increased to 111, but since then it has seen a steady decline. In 2020, this figure came down to 95 and in 2021 also 65 attacks were recorded. In 2022, due to the continuous efforts made by the security forces and the stringent measures adopted by various agencies, this number came down to 65 and in 2023 the number of attacks came down to 15. This year it has been further reduced to 5.

As far as the killing of security personnel is concerned, according to the Home Ministry data, 77 security personnel were martyred in various incidents in 2019, but this also saw a decline. According to the Home Ministry data, 58 security personnel were martyred in 2020, (29) in 2021, (26) in 2022, (11) in 2023 and 7 in 2024.

Incidents of grenade attacks have been reduced from 49 to one incident. Infiltration attempts have come down from 141 to 3. However, the alarm bell is that the number of terrorists killed in various operations and encounters has also come down. A senior officer revealed, "142 terrorists were killed in 2019, but this year the number is around 44. This is a matter of concern as it means that despite various efforts, we are not able to eliminate them."
