Inter-Departmental Consultation Workshop organised by BIPARD for Preparation of ‘Bihar Vision Document @2047’

In-depth discussion on collective initiatives and strategies of all departments for the development of the state

The State Government under the able leadership of the Chief Minister of Bihar, Shri Nitish Kumar has taken a significant initiative to make Bihar a prosperous, developed and leading state by 2047. In this regard, the Bihar Institute of Public Administration and Rural Development (BIPARD) organised an Inter-Departmental Consultation Workshop for the Preparation of the ‘Bihar Vision Document @2047’. The event was held at Hotel Taj, Patna in which representatives from more than 30 departments participated. The workshop provided a platform to present a collective vision for Bihar’s long-term development journey. 


Over 60 dignitaries and representatives graced the occasion including eminent personalities like Shri K.K. Pathak, Director General, BIPARD and Dr. B. Rajendra, Principal Secretary, General Administration Department.

Addressing the gathering, Shri K.K. Emphasized the importance of teamwork and a collective approach, Pathak said, “This workshop is an important step towards building a prosperous and developed Bihar by 2047. Bihar’s progress is possible only when all departments work together collaboratively.” 


Dr. B. Rajendra supported this approach and said, “The vision document of Bihar @ 2047 will give concrete form to the aspirations of the state as well as provide solutions to specific challenges. Our collective effort will create a future that will be sustainable, inclusive and transformative.”

In this workshop, special attention was given to preparing an integrated vision for the development of the state by encouraging coordination and cooperation among the departments. Representatives from various departments presented their departmental goals and strategies till 2047. Along with this, the use of existing resources in the state was discussed while identifying the major developmental challenges of the state.

Through creative discussions and activities in the sessions, the representatives shared their individual views and suggested taglines on the theme “Developed Bihar 2047”. In this workshop, on behalf of the Rural Development Department, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA) Commissioner, Abhilasha Sharma presented the vision of the department focused on social empowerment and environmental sustainability. At the same time, Secretary of Agriculture Department, Mr. Sanjay Agarwal emphasized on empowering the rural economy through improved agricultural productivity, innovative methods and inclusion of technology and establishing Bihar as a leading state in agribusiness.

The workshop concluded with the consensus that coordinated efforts of all departments are necessary to achieve the developmental goals of Bihar by 2047. Each department has its own vision, but their integrated efforts will ensure the overall and effective development of the state.

The 'Bihar @ 2047 Vision Document' which compiles these efforts and aspirations will be officially released by the Honorable Chief Minister of Bihar, Mr. Nitish Kumar on 26 January 2025. This document will serve as a transformational roadmap towards a brighter future for Bihar, including strategies to develop infrastructure, promote economic progress, education and skill development, and ensure social inclusion.
