Directive on Timely Payment of Salaries and Honorariums for Regular and Contract Employees
This directive addresses the issue of timely payment of salaries and honorariums to all regular and contract (outsourcing) employees working in the department. It has been brought to our attention through frequent complaints that salaries and honorariums are often kept pending for many months without proper justification. This practice is unacceptable and must be rectified immediately.
Effective immediately, the following directives are to be implemented and strictly adhered to:
1. Payment Timeline: The salary/honorarium of all regular employees and contract employees working in your office must be paid within the first 08 working days of the relevant month.
2. Accountability for Delays: If the salary of any employee is kept pending due to reasons other than non-availability of allocation, full accountability will be fixed on the concerned officer/outsourcing agency. This accountability includes:
- - Punitive/departmental action against the responsible parties
- - Liability for interest on the pending payment amount
3. Allocation Management: If there is a lack of allocation in your office, it is your responsibility to:
- - Demand the necessary allocation from the concerned directorate and departmental budget branch in a timely manner
- - Ensure that this is done with sufficient time to allow for salary/honorarium payment within the specified timeline
4. Compliance: You are directed to ensure full compliance with this directive. Failure to do so will result in appropriate administrative action.
This directive aims to ensure that all employees, both regular and contract, receive their due compensation in a timely manner. It is designed to prevent financial hardship for employees and maintain a fair and efficient working environment.
