Chief Minister Shri Nitish Kumar held a review meeting in the Collectorate Auditorium today regarding the developmental schemes going on in Bhagalpur district. In the review meeting, District Magistrate of Bhagalpur District Dr. Naval Kishore Chaudhary gave detailed information about the development works of the district through a presentation.

The District Magistrate gave detailed information to the Chief Minister regarding Bihar Student Credit Card Scheme, Chief Minister Nishchay Self Help Allowance Scheme, Kushal Yuva Program, tap water to every house and its maintenance, construction of paved lanes and drains to every house, Chief Minister Rural Solar Street Light Scheme, irrigation water to every farm, construction of agricultural feeder, Chief Minister Agricultural Electricity Connection Scheme, Chief Minister Udyami Yojana, encouragement to women for higher education, medical consultation through tele medicine in health sub-center, door step delivery of veterinary services and the updated status of construction of Panchayat Government Building. Apart from this, the District Magistrate gave detailed information to the Chief Minister regarding 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat, Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, updated status of public wells, ponds and ponds renovated under Dakhal Kharij / Parimarjan / Parimarjan Plus and Jal-Jeevan-Hariyali. In the review meeting, the public representatives also placed the problems of their respective areas before the Chief Minister.

Addressing the review meeting, the Chief Minister said that I congratulate and welcome all of you in this meeting. Bhagalpur District Magistrate Dr. Naval Kishore Chaudhary has informed all of us about the progress of developmental works going on in the district. All the public representatives present here have also put forth their views. All your views have been noted by the officials of the concerned department present here and the District Magistrate. We will ask the officials to take their words into consideration and ensure further action. From the very beginning, we have been working for the proper development of Bihar. The people of Bihar gave us the opportunity to work here from 24 November 2005. Since then, we have been continuously working to take Bihar forward. Before 2005, Bihar was in a bad state. People were afraid to step out of their homes after evening. There was no arrangement for treatment in hospitals, the roads were dilapidated. The condition of education was not good. There was no electricity in rural areas. Even in the capital Patna, electricity was hardly supplied for 8 to 9 hours a day. Often there were reports of disputes between Hindus and Muslims. There was a great lack of roads. From the beginning, we have been developing Bihar together with the BJP. It was the revered Atal Bihari Vajpayee who made me the Chief Minister. Twice by mistake, I went from here to there. Now I will never go here and there. Staying together, we will progress Bihar. Development work is being done in every field. Earlier, there were frequent reports of fights between Hindus and Muslims in Bihar. From the year 2006, we started fencing the graveyards. So far, more than 8 thousand graveyards have been fenced and the remaining graveyards are being fenced. Now there is no dispute between Hindus and Muslims anywhere. Those who worked to get votes before the year 2005 did not pay any attention towards ending the fights between Hindus and Muslims. We saw that incidents of idol theft were happening from temples, in view of this, the construction work of boundary walls of old temples was started from the year 2016 so that incidents of theft do not happen in temples.

In the government of respected Atal Bihari Vajpayee ji, the work of construction of roads was started on a large scale. We have done a lot of work in the construction of education, health, roads, bridges, due to which people from any remote area of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours. Work is being done in every way.

The Chief Minister said that since 2006, a uniform scheme was started for children studying in government schools. After this, in 2008, a cycle scheme was started for girls studying in 9th class. When boys started demanding, a cycle scheme was also started for them in 2010. In Bihar, contractual teachers have been appointed on a large scale. Efforts have been made to improve the field of education by constructing school buildings. A large number of government teachers are also being appointed. Along with this, contractual teachers are being given government recognition through examination. Madrasas have also been given government recognition and teachers teaching there are being given salary as per government teachers.

The Chief Minister said that earlier only 39 patients used to come to the Primary Health Centre in a month for treatment. We have provided free medicine and treatment facilities in all government hospitals since 2006, due to which now on an average more than 11 thousand patients are coming to the Primary Health Centre every month for treatment. Earlier there were only 6 government medical colleges in Bihar. Now their number has increased to 12. Apart from this, the construction work of 14 medical colleges is progressing rapidly. Medical colleges are being opened in all the districts. Patna Medical College and Hospital is one of the 6 old medical colleges, which is being made a world class hospital of 5400 beds. The remaining 5 old medical colleges and hospitals are also being expanded to 2500 beds. IGIMS is also being expanded, 3000 beds and proper treatment facilities will be available here. We have provided basic facilities like tap water to every house, construction of paved lane and drain in every house, toilet in every house, electricity connection to every house through Saat Nishchay Yojana from the year 2015. Under Saat Nishchay Yojana-2 from the year 2020, the work of Mukhyamantri Gramin Solar Street Light Yojana, telemedicine, Bal Hriday Yojana, irrigation water to every farm etc. is progressing rapidly.

The Chief Minister said that 50 percent reservation was given to women in Panchayati Raj Institutions from the year 2006 and in municipal bodies from the year 2007, under which 4 elections have been held so far. A large number of women have been elected. We have worked in every way for the upliftment of women. From the year 2013, 35 percent reservation was given to women in police recruitment. Now the number of women in Bihar Police is the highest compared to other states. The number of women in Bihar Police is not as much in the police force of any other state of the country. From the year 2016, we have started giving 35 percent reservation to women in all government services. Earlier, the number of self-help groups in Bihar was very less. When our government was formed in Bihar in the year 2005, we started increasing the number of self-help groups by taking a loan from the World Bank in the year 2006. Now the number of self-help groups in Bihar has increased to 10 lakh 61 thousand, with 1 crore 35 lakh Jeevika didis associated with them. We named the self-help groups 'Jeevika' and named the women associated with them 'Jeevika Didi', inspired by which the then central government implemented it in the whole country in the name of 'Ajeevika'. Now we have started forming Jeevika groups in the urban areas of Bihar as well, with which more than 3 lakh Jeevika didis have joined so far. We work for the upliftment of every section of the society. We do not discriminate against anyone.

The Chief Minister said that under the Saat Nishchay-2 scheme, we had set a target of providing government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs. Apart from this, a target of providing employment to 10 lakh people was set. So far, employment has been provided to 24 lakh people. In the year 2025, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment. We held a meeting with all the parties and conducted caste-based census in Bihar in which 94 lakh poor families have been identified, who belong to every caste. Such poor families are being given financial assistance of Rs 2 lakh per family so that they can earn their livelihood.

Important announcements of the Chief Minister regarding the demands of the people in Bhagalpur district

ROB will be constructed on the Bounsi railway line under Bhagalpur Municipal Corporation.

A new inter-state bus station will be constructed in Bhagalpur.

A sports complex will be constructed in Navgachiya subdivision, which will facilitate training of players and promote local talents.

Super specialty department facility will be developed for cancer treatment in Jawaharlal Nehru Medical College and Hospital, Bhagalpur.

A check dam will be constructed on the Godiyari river in the up-stream of Champa river in Nathnagar block.

A request will be made to the Central Government to take 17 acres of railway land near Jahaj Ghat in Sultanganj, which will later be developed as a tourist spot.

An industrial area will be developed on the available government land in Goradih block, which will promote industry.

A new Greenfield airport will be constructed in Bhagalpur, which will promote industrial development and tourism.

The Central Government will be requested to include it in the Udan scheme for operation of small aircraft at the present airport in Bhagalpur.

New block-cum-anchal office buildings will be constructed in 7 blocks of Bhagalpur district namely Pirpainti, Vihpur, Shahkund, Kahalgaon, Sabour, Navgachhiya and Sanhaula and residential complexes will also be constructed along with all office buildings in 4 blocks namely Gauradih, Nathnagar, Narayanpur and Ismailpur.

The Chief Minister said that Bihar is also getting a lot of help from the Centre. When I was an MP and a minister at the Centre, I used to visit my area regularly. Due to lack of roads, I had to walk a lot. When I was a minister at the Centre, I used to visit my area every Saturday and meet the people. We will request all the public representatives to inform the officials about whatever work is pending or whatever needs there are. Our aim is to develop Bihar along with serving the people. I once again greet and congratulate all of you.
