BIPARD Hosts Mission Karmayogi Workshop, Showcasing Bihar's Leadership in Governance Training
Collaboration with the Capacity Building Commission brings together 57 delegates from 17 states to advance civil service transformation, with Bihar emerging as a national leader in Mission Karmayogi registrations.;
Bihar Institute of Public Administration and Rural Development (BIPARD), Gaya, successfully hosted a one-day 'Mission Karmayogi Workshop for Central Training Institutes, State Administrative Training Institutes & State Governments' on January 7, 2025, in collaboration with the Capacity Building Commission (CBC). The workshop witnessed the participation of 57 delegates, including representatives from Central Government, Central Training Institutes, State Training Institutes, and senior officers from 17 states across the country.
The workshop was inaugurated and presided over by Sh. Adil Zainulbhai, Chairman of the Capacity Building Commission. Distinguished attendees included Dr. R. Balasubramaniam, Member, CBC, and Dr. Alka Mittal, Member, CBC. Senior officials such as Sh. Vikram Kapur, Additional Chief Secretary, Tamil Nadu; Sh. K.K. Pathak, Additional Chief Secretary, Government of Bihar and Director General, BIPARD; and Sh. B. Rajender, Additional Chief Secretary, Government of Bihar, also graced the event along with other senior officers from the Bihar Government.
The workshop featured insightful deliberations on various topics, including presentations on Mission Karmayogi for States and Administrative Training Institutes, Capacity Building and Policy Planning, Working with Urban Local Bodies and Panchayats, the Karmayogi Competency Model, Course Creation for IGoT and digital learning, and the plan for piloting large-scale citizen- oriented training programs. Additionally, several Administrative Training Institutes shared their experiences, feedback, and the challenges they face in delivering effective training programs.
Mission Karmayogi, a visionary initiative envisioned by the Hon'ble Prime Minister, seeks to transform civil servants by shifting their approach from rule-based to role-based public service delivery. It emphasizes building the skills necessary to ensure efficient, citizen-centric governance and fostering a culture of continuous learning.
The workshop proved to be an invaluable platform for mutual learning, experience sharing, and strategizing improved training and development methodologies. It also highlighted the progress made by Bihar, which has recently emerged as the number one state in the country in IGOT Mission Karmayogi registrations. This achievement reflects the state's commitment to strengthening governance through capacity building and innovative training initiatives.
