Bihar Rises in LEADS 2024 Rankings, Becoming a Fast-Growing Logistics Hub

Strategic Policies and Infrastructure Investments Drive Bihar’s Transformation in the Logistics Sector;

Bihar has achieved a significant milestone by improving its position in the Leaning-into-Ease of Logistics (LEADS) 2024 report released by the Ministry of Commerce and Industry, Government of India. The state has moved from the “Aspiring” category to the “Fast-growing” category in the highly competitive landlocked states segment.

Released by Union Minister of Commerce and Industry Shri Piyush Goyal in New Delhi, the report evaluates the logistics performance of states across four critical pillars: logistics infrastructure, logistics services, operational and regulatory environment, and the newly-introduced sustainable logistics. Bihar’s remarkable performance reflects its strategic initiatives and robust policies aimed at establishing it as a logistics and warehousing hub.

Bihar Logistics Policy 2024: A Game Changer

The recently unveiled Bihar Logistics Policy 2024 has been the catalyst for this transformation. Offering attractive incentives, including capital subsidy, the policy has created a thriving ecosystem for investors in logistics and warehousing. This focused approach has enabled businesses to expand efficiently while boosting economic growth in the region.

Key Achievements and Investments

Recognition for Quality Services: As per DPIIT’s assessment in the last LEADS 2022-23 report, Bihar is the only state in the fast moving category for quality of overall logistics services.

Inauguration of Dry Port at Bihta: Bihar’s first Dry Port and Inland Container Depot was inaugurated on 21st October, 2024 by Shri Nitish Mishra at Bihta, providing integrated services such as warehousing, custom bonded facilities, computerized cargo tracking and multi-modal transportation.

Highlights on Investment: Nahar Group has announced a 1 million sq ft logistics park in Bihar with an investment of US$ 15 million, creating 4,000 jobs. Mr. Kamal Oswal, Managing Director, Nahar Group said, “Our experience in Bihar has been exceptional, with all approvals processed faster and more efficiently than any other state we have invested in.”

Transformation of Logistics in Bihar

With a dedicated logistics policy and the development of multi-modal logistics parks, Bihar is establishing itself as a hub for both domestic and international trade. Improvements in the state’s logistics infrastructure, including better road and rail connectivity, have boosted first/last-mile transportation, further improving the ease of doing business.
