Bihar Calendar 2025: Milestones of Progress and Development

Bihar has witnessed many changes in the past years, as a result of which the state has set new records in the field of development. Leading schemes have been included in Calendar-2025. Since the year 2005, the state government has been working towards providing government jobs and employment opportunities on a large scale. With the speeding up of the appointment process, employment opportunities have increased along with the availability of human resources. Due to the changes in the industrial policy of the state, entrepreneurs are excited to set up industries in Bihar. The use of drone technology has been started in agriculture and fisheries. In the field of education, education is being promoted through digital medium in the schools of the state by using information and communication technology.
The construction of new roads has not only facilitated transportation but has also strengthened the economy. Due to comprehensive improvement in the power system, the availability of quality and uninterrupted electricity 24x7 to the people of the state has been ensured. Emphasis is being laid on police modernization with a view to strengthening law and order in the state. The ambitious project of the Bihar government 'Jeevika' is working for the development, empowerment and poverty alleviation of women. Giving top priority to women empowerment, Bihar State Women Empowerment Policy-2015 is applicable in the entire state.
Tourist facilities are being expanded in a phased manner in the tourist places of Bihar. Many excellent and iconic buildings have been constructed in the state, which are symbols of the new Bihar. The Women's Asian Hockey Champions Trophy was organized in Bihar in November 2024, as a result of which the whole world has witnessed India's victory story in the world of hockey. Jal-Jeevan-Hariyali Abhiyan is being run in the state to make Bihar beautiful, green and clean and to effectively deal with the challenges posed by climate change, the positive results of which have started showing.
1. January- Industrial Development and Investment
To ensure industrial expansion in Bihar, changes have been made in the policy framework and Ethanol Policy, Textile and Leather Policy as well as Startup Policy have been implemented. Due to the changes in the industrial policy, entrepreneurs are excited to set up industries in Bihar. The Bihar government is committed to the development of agriculture-based industries in the state. Rapid work is being done towards setting up food processing plants in the state. An environment for industrial investment has been created in the state through events like Bihar Business Connect.
2. February- Employment Generation
With the speeding up of the process of appointments on important vacant posts in government departments and their regional offices, employment opportunities have increased along with the availability of human resources. With the removal of shortage of personnel in government departments, departmental work will be done smoothly and public welfare schemes will be able to reach their destination within the stipulated time. More than 8 lakh government jobs were given from the year 2005 to the year 2020. In the year 2020, it was decided to provide 10 lakh jobs and 10 lakh employment under Saat Nishchay-2. The state government is continuously working in this direction and till now 9 lakh youth have been given government jobs and the process of recruitment on the remaining posts is going on. It has also been decided that by the middle of the year 2025, the target of providing 12 lakh government jobs instead of 10 lakh will be achieved. In the field of employment generation, till now 24 lakh people have been given employment instead of 10 lakh and the work of providing employment is going on at a fast pace. Employment opportunities will be provided to 34 lakh people by mid-2025.
3. March-Sports
The Sports Department is the newest department of the Government of Bihar. The Sports Department was formed on 09 January, 2024 by the Government of Bihar, committed to the development of sports and the welfare of the players. This department runs all the sports related institutions in the state. In the month of August, the Sports Complex at Rajgir was inaugurated by the Honorable Chief Minister, Bihar, Shri Nitish Kumar. In the month of November, the Women's Asian Hockey Champions Trophy was organized in Bihar, in which India won the title by defeating China 1-0. Bihar has witnessed India's victory story in the world of hockey on the world stage. In a very short time, this department has achieved many achievements. It is the result of the devotion of the Honorable Chief Minister, Shri Nitish Kumar towards sports that Bihar has got the opportunity to host the Men's Asian Hockey Championship-2025. On December 10, 2024, the world's largest sports talent search competition 'Mashal' was inaugurated by the Honorable Chief Minister, Bihar, Shri Nitish Kumar. In December 2024 itself, the foundation stone for the construction of 6659 new playgrounds was laid by the Honorable Chief Minister of Bihar, Shri Nitish Kumar, which will lead to extensive development of sports culture in the state.
4. April- Women Empowerment
With the objective of making women strong socially, educationally, economically and politically, Hon'ble Chief Minister Shri Nitish Kumar has taken many important steps. Since the year 2006, 50 percent reservation is being given to women in the elections of Panchayati Raj Institutions and since the year 2007 in the elections of Municipal Bodies. Under the resolution of 'Reserved Employment is the Right of Women', 35 percent horizontal reservation is being given to women in direct appointments to all types of posts in all government services. 50 percent of the seats in primary teacher recruitment are reserved for women. At least one-third of the seats in the enrollment of educational institutions affiliated to the state's Medical, Engineering and Sports University have been reserved for women. At present, the number of women police in Bihar is the highest in the country. It is noteworthy that the State Government has given top priority to women empowerment and Bihar State Women Empowerment Policy-2015 is applicable in the entire state. Since the year 2013, 35 percent reservation has been given to women in appointments in police service, due to which Bihar is leading in the country in terms of the ratio of women in the police.
5. May-Development in Infrastructure
The target of reaching Patna from remote areas of the state was set at 6 hours, which has now been achieved. Now this target has been reduced to 5 hours, for which the state government is constantly striving. Many bridges and roads are being constructed extensively in the state, which is making connectivity easy throughout the state. The construction of new and important roads in Bihar has not only facilitated transportation but has also strengthened the economy. Patali Path and Atal Path in Patna are examples of this. AIIMS-Digha Elevated Road has been named Patali Path. This flyover, about 11 kilometers long, is the longest elevated road in the eastern region of the city. With its construction, North Patna and South Patna have got many alternative routes. J.P. Gangapath is located on the banks of the river Ganga in the north of Patna city. This has not only made it easier for the people of North Bihar to reach important destinations of Patna city, but has also developed a place for the people of Patna city to have a picturesque and enjoyable experience on the banks of the river Ganga. In the evening, a large number of people reach here to enjoy the atmosphere.
6. June-Education
Bihar is setting new milestones in the field of education. Nutritious food is being provided to the students under the Mid-Day Meal Scheme and the Poshan Vatika is also being expanded. The benefits of the schemes are being directly transferred to the accounts of the students through Aadhar Card linked DBT. Easy loan facilities are being provided for higher education under the Bihar Student Credit Card Scheme, giving students of every section an opportunity to move forward. The Akshar Anchal Yojana has played an important role in connecting the Mahadalit, Dalit and minority communities to the mainstream of literacy and education. Under infrastructure development, classrooms, toilets, drinking water, electricity and other facilities are being rapidly expanded in schools. Bihar has also created a new history in teacher recruitment, in which lakhs of teachers were appointed in a single campaign. The state's 2024 education budget shows that education is being given top priority. This effort is realizing the resolve of "Padhe Bihar, Badhe Bihar". The education department has worked to promote education through digital medium in the state's schools using information and communication technology. Under this, smart classrooms, online education material and digital learning platforms are being operated.
7. July- Law and Order and Police Modernization
With a view to strengthening law and order in the state, emphasis is being laid on police modernization. For help in any emergency situation including fire, accident, police assistance and medical emergency, one has to dial only 112. This is a free service. On calling on this number in an emergency, help is provided within just 15 minutes. For smooth operation of this service, the newly built Emergency Response Support System Command and Control Center located at Bihar Police Radio Campus has been started. The entire operation of this Command and Control Center is in the hands of our skilled women police personnel.
8. August-Agriculture
For the integrated development of agriculture and improvement in the economic condition of farmers, schemes are being run in the state by making agricultural road maps. Bihar is the first state in the country to run a scheme like agricultural road map. The foundation of the first agricultural road map was laid on 17 February 2008. In this, priority was given to quality seeds, new agricultural equipment, green manure, vermicompost and new agricultural techniques. At the same time, the second and third agricultural road maps had a broad vision of a dish from Bihar in the plate of every Indian. As a result of the implementation of the third agricultural road map, the productivity of paddy, wheat and maize in the state has doubled compared to earlier. Along with this, there has been a significant increase in milk, egg, meat and fish production and Bihar has become almost self-sufficient in these areas. The fourth agricultural road map for the year 2023 to 2028 has been launched by His Excellency the President, in which 12 departments are working together on schemes worth about Rs 1 lakh 62 thousand 268 crore. Through the fourth agriculture road map, special emphasis is being laid on the development of pulses and oilseeds crops, climate-friendly agriculture and change in crop cycle, crop diversification, development of jute crop and use of new technologies. Along with this, the Bihar government is also working with commitment to increase the production of fruits in the state. The use of drone technology has been started in agriculture and fisheries sector.
9. September-Iconic Buildings
Recently, many excellent and iconic buildings have been constructed in Bihar. These buildings are the symbols of the new Bihar. Structures like Rajgir International Convention Center, Sardar Patel Bhawan Patna, Samrat Ashok Convention Center Patna, Sabhyata Dwar, Patna etc. have been highly appreciated. In this episode, it would be appropriate to mention Mahabodhi Cultural Center Bodhgaya, Anjuman Islamia Hall Patna, Prakash Punj Patna and Bihar Sadan, New Delhi. These buildings have a unique confluence of architecture and architectural art. Meeting the standards of green building, these buildings easily attract people towards them. On December 10, 2024, the Patna Collectorate building equipped with state-of-the-art facilities was inaugurated by the Honorable Chief Minister, Bihar, Shri Nitish Kumar, where branches of 39 departments will be available at one place for the convenience and needs of the common citizens. Bapu Tower has been constructed in Gardanibagh, Patna with the aim of taking Mahatma Gandhi's biography, his thoughts and ideals to the new generation. It was inaugurated by the Honorable Chief Minister Shri Nitish Kumar on 2 October 2024. Various aspects of his life including Mohan becoming Mahatma, Bapu's Champaran visit and the schemes of the state government based on his thoughts have been prominently depicted through murals, pictures, videos, short films located in various galleries of the museum of Bapu Tower.
10. October- Protection from climate change
On the occasion of Bapu's 150th birth anniversary, Jal-Jeevan-Hariyali Abhiyan was started in the state from 02 October, 2019 to make Bihar beautiful, green and clean and to effectively deal with the challenges posed by climate change, maintain ecological balance, ensure adequate water availability, promote forest cover, emphasize on the use of renewable energy and energy conservation and to give a new form to agriculture and related activities in accordance with the changing ecological environment. Honorable Chief Minister Shri Nitish Kumar says that as long as there is water and greenery on the earth, life is safe - whether it is human life or animal-bird life. Bihar is the first state in the country to run such a comprehensive state-wide campaign. Jal-Jeevan-Hariyali Abhiyan is now being appreciated not only in the country but also from many forums of the world. On 19 January 2020, more than 5 crore 16 lakh people of the state supported this campaign by forming a human chain more than 18 thousand kilometers long and also gave it global recognition. On 24 September 2020, the Honorable Chief Minister of Bihar, Shri Nitish Kumar explained the importance of this campaign in front of the Prime Ministers and prominent leaders of many countries at the United Nations High-Level Climate Change Round Table Conference. This campaign has also been praised by Microsoft founder Bill Gates.
11. November-Energy
Under the leadership of Hon'ble Chief Minister, Shri Nitish Kumar, Bihar has become a leading state in the field of energy. Due to extensive improvement in the power system, availability of quality and uninterrupted electricity to the people of the state has been ensured 24x7. The resolve of 'Har Ghar Bijli', included in the seven resolves of developed Bihar, was fulfilled two months before the scheduled time. After providing electricity to every house, every village of the state, the state government is committed to providing electricity to every farm. Free connections are being given to farmers under the Chief Minister Krishi Sambandh Yojana. To provide electricity to the people at concessional rates, subsidy of 40 to 92 percent is being given to consumers of different categories under the Chief Minister Vidyut Sahayata Yojana. Due to the unprecedented work done in the power transmission and distribution system in the state, the total maximum demand of electricity in the state has reached 8005 MW, which was only 700 MW in the year 2005. Under the Jal-Jeevan-Hariyali Abhiyan, solar power plants are being installed on government and private buildings and under the Mukhyamantri Gramin Solar Street Light Yojana, solar street lights are being installed rapidly in the panchayats. Under the solar energy promotion, a large solar project of 185 MW is being built in Kajra (Lakhisarai), a floating project in Phulwaria (Nawada) and solar projects on the banks of the canal in Vikram (Patna).
12. December-Jeevika
The ambitious project of Bihar Government ‘Jeevika’ is working for the development, empowerment and poverty alleviation of women in Bihar. Earlier, there were very few self-help groups in Bihar. In the year 2006, a project was started for the formation of self-help groups in the state by taking a loan from the World Bank, which was named “Jeevika” by the Honorable Chief Minister, Shri Nitish Kumar. In the first phase, this project was started in 18 blocks of six districts of the state, which was expanded to all 534 blocks of the state. Under Jeevika, 10 lakh 63 thousand self-help groups have been formed so far, in which more than 1 crore 31 lakh women have joined and become Jeevika Didi. The work being done in the self-help groups is awakening the Jeevika Didi and they are becoming self-reliant. Now the work of forming self-help groups is being done under Jeevika in urban areas also.
